It's retired — trade only now. A normal FR goes for noticeably more than a normal NP, but a Neon is worth less than the four regulars you put into it, so building Neons to sell isn't worth it. It trades about the same as Red Panda and Ocelot.
We'd keep it out of the main slot of an offer and not hold it for profit: take a Pangolin as an add on a trade you already want, or as Neon material.
