Admin Abuse Egg drops it right now, and it also hatches from Basic Egg and Crystal Egg. That egg costs 700 bucks in-game, so grinding it just for the seal is a bad deal: ultra-rare odds for a low-value pet.
In trades it's HTT — people pass on it. A FR one is worth noticeably more than a no-potion one, so if you hatched an no-potion (NP), don't waste potions on it; sell it as is. A Neon is cheaper than the four regulars you'd need to make it, so don't bother crafting.
It trades around Robot and Red Panda, while River Otter and Red Panda Ducky are close too but already retired. Don't give up a win for it, though it works fine as an add.
