A 2023 release tells you most of it — this pet came out at Halloween and only builds up in the inventories of players who hatched one. Its price comes from being retired, not from players chasing it.
You can't hatch it anymore, trade is the only way in. It came from Scarecrow Box, which cost 18,000 candy, so it wasn't a cheap box at the time.
People take it reluctantly, and that's the point: it rides along as an add to a stronger pet. With both potions, a normal one goes for noticeably more than a normal NP, and a Neon is worth less than the four pets you put in — building one isn't worth it.
Value-wise it sits with Seahorse, Sea Skeleton Panda and Rodeo Bull — all retired and about as cheap. We'd keep it as a sweetener in a deal or trade it as a plain pet instead of making a Neon.
