It's retired now, so trading is the only way to get one. A normal FR is worth noticeably more than a normal with no potions, so go for FR. A Neon costs less than the four normals it's made from — not worth building.

Value-wise it lines up with Wildfire Hawk and Vulture. That makes it a fine add on top of an offer, but don't lead with it for something big.

Skip offering it as the main item — that's a win for the other side. Grab a normal FR instead: it moves faster in trades.
