Keeping it as a normal with no potions barely makes sense, but with FR it's noticeably more expensive. A Neon costs less than the four normals you put in, so build a Neon if you want any value out of it.
By value it goes about the same as Ibis and Halloween Black Mummy Cat, both also retired.
