Value-wise it's about the same as Red Crowned Crane and Rat, both also retired. That means you won't pull anything big for it, but it works fine as an add. A normal FR is worth noticeably more than a normal NP — if you want a better sale, look for the FR version.
You can make it Neon and Mega Neon, but it's a long grind: collect normals first, then combine. If someone offers it as an add, take it without thinking twice. Just don't give it away cheap just because it's small.
