You get it from Admin Abuse Egg, and also from Basic Egg, Cracked Egg and Crystal Egg. The cheapest route is Cracked Egg — it costs 350 bucks in the game. Hatch that one if you want a sword without spending much. Being ultra-rare doesn't make it valuable, though.
Trades are where it struggles: very low demand, people take it reluctantly. An FR one is worth noticeably more than a plain one, so potions matter here. A Neon costs less than the four regulars you'd put in, so making one isn't worth it. Don't let an FR sword go cheap, and don't expect a big win from a plain one.
Value-wise it sits close to Angelfish and Sneak Weasel. Both of those are retired while the sword is still hatchable — that's its only edge. Grab it for the collection; skip it as a serious add in a trade.
