In trades it's HTT, with very low demand. Price estimates vary a lot, so haggle and don't take the first offer. With both potions, a normal one is noticeably pricier than a normal NP. A Neon is cheaper than the four normals you'd combine, so crafting it into Neon isn't worth it.

Its price sits about level with Australian Kelpie and Ankylosaurus, both also retired. We'd not give it away cheap, but we wouldn't hold it as a main asset either: it's an add to an offer or Neon material.
